The existence of four world-wide conferences, declarations, conventions and proposals of action to study and face up to women’s unequal situation, as far as human rights are concerned, is an indicator of a wide politically-based social change. This social change must be accompanied, though, by institutional changes, law modifications, consistent educational practices and respectful quotidian attitudes if we really want it to be genuine. This paper presents the results from an investigation carried out in three counties in Spain, during the period 2000-2003, which was aimed to discover the factors that impede gipsy girls and teenagers to finish their schooling. The investigation has been carried out in context of human rights, women, minorities and education.
