According to Republic of Armenia Constitution 1st article RA is a sovereign, democratic, social and legal state. This definition comprises all the elements characterizing modem developed countries. To ensure all those features the states define a range of principles which are guaranteed by the Constitution and in many law norms. Principle oflegality is among those norms, which acts for legal state idea. In the conditions of legal state the nation’s will powers and state officials act according to Constitution and law within the premises of their authority. All the people are equal towards the law and are equally protected by the law.
