The author integrates into a single concept the theoretical provisions and principles of the system-synergy approach to managing the development of scientific and production complexes. The principles of development management at various stages of qualitative change of an open complex socio-economic system are substantiated. It is assumed that practical implementation of the methodology will make it possible to form a system of organizational and economic management mechanisms using its potential.
