CONTENT AND TRENDS IN THE DEVELOPMENT OF PROJECT-ORIENTED RETRAINING OF MANAGERIAL PERSONNEL IN RUSSIA

The article deals with the actual problem of substantiating a universal approach to the de-velopment of project-oriented retraining programs for managerial personnel. The current need for such programs is not supported by science-based recommendations for their for-mation and implementation. The preliminary analysis of publications showed that at the moment there are no in-depth studies on the topic of project-oriented retraining of manage-rial personnel, taking into account current trends in the development of the system of addi-tional professional education. In this regard, the goal was set and achieved, aimed at devel-oping a model of professional project-oriented retraining of managerial personnel that meets modern requirements and trends and reflects the features of the economic approach to the interpretation of projects, project management, and project competencies. To achieve this goal, we used methods of analysis of available scientific literature developments and an expert survey. The expert survey was conducted using the author's methodology in the form of an online questionnaire. The experts were representatives of universities and or-ganizations that have more than three years of experience in implementing management retraining programs or in forming an order for such programs. A total of 33 experts were interviewed. The results of the research are as follows: the approaches to project-oriented retraining formed in pedagogy and economics are compared, differences and connections are identified; the author's model of project-oriented retraining of managerial personnel is proposed; the model was checked for compliance with current trends in the development of managerial personnel retraining and established consistency of the model with expert opin-ions of specialists in the field of managerial personnel retraining. The results obtained can be useful for all subjects involved in the organization of retraining of managerial personnel and wishing to use project-oriented programs.
