TESTING RESULTS OF TECHNIQUE OF ECONOMIC SECURITY ASSESSMENT OF STATE UNIVERSITIES USING AN EXAMPLE OF UNIVERSITIES UNDER THE FEDERAL AGENCY FOR FISHERY

Ensuring the economic security of a state university is impossible without the effective functioning of a system of monitoring its economic activities. Nowadays, there can be noted an insufficient number of methods for assessing the economic security of public higher education institutions; as for the existing techniques, they in most cases have multiple limitations. This circumstance necessitated the construction of a comprehensive methodology for assessing the level of economic security of the state universities based on public reporting data. The object of study was universities subordinated to the Federal Agency for Fisheries. The subject of study was the activity of state organizations of higher education in the framework of ensuring their economic security. The concept and main criteria of economic security of a public university have been formulated. The criteria of building a complex technique of economic security assessment have been determined; step-by-step assessment method based on complex of ten key factors, as well as algorithm of its using have been worked out. The study identified the strong and weak points of the universities subordinate to the Federal Agency for Fishery, made recommendations on improving the level of economic security of each educational institution, and identified the main problems of the entire set of the subordinate higher educational institutions. The approbation of the developed technique of assessment of economic security of a public university confirmed the effectiveness of its application, demonstrated its ability not only to assess the level of economic security of the educational institution as a whole, but also to be applicable for comparing the level of economic security of any set of universities according to certain criteria: jurisdiction, regional affiliation, university profile and etc.
