Methodological problems in algorithm planning procedures of program and target management of vessel safety

The article considers the planning procedures from the part of program-targeted safety management of the ship operation used in the vessel safety management system. Efficient implementation of methods of target-oriented management system in the shipping or fishing industry in certain cases helped to obtain a significant economy of funds, achieving better centralization of control in navigation safety. It has been illustrated that the algorithm of program-target management system should include a number of sequential standard procedures which form the algorithm of management. Each procedure consists of a sequence of phases: phase of planning the scenario of ship operation, phase of determining the global goal of the management procedure; phase of transition from global goals to the sub-goals and means of achieving the management procedure; phase of obtaining expert assessments of the goals and properties of the management procedure; phase of the aggregation and assessment of goals and choice of the alternatives during formulating the management procedure. It has been stated that at the stage of scenario planning it is necessary to clearly define its structure and the list of issues to be covered; the decision-makers (ship masters) and experts are recommended to closely interact. In order to improve the quality of scenarios it is recommended to identify the most significant events that relate to the future, to develop qualitative scales for evaluating criteria. The hierarchy allows identifying the methodological problems that need to be solved to improve existing methods and create new ones for drafting the procedures. The clear and well-founded methodology of developing element sets at the levels of the hierarchy leads to a reliable, effective result. The general position has been formulated, which helps to assess the phase sequence, to develop a criterion for evaluating procedures and to highlight the most important methodological issues, which should be taken into account and solved in the procedures of the program-target planning algorithm.
