The article presents the description of general logistics and technological processes carried out at the cargo terminals. There have been given the appropriate definitions, identified and justified basic measurable indicators of operating activities. Taking into consideration the results of the field experiments, there has been proposed the method of performance evaluation based on the duration of operations. According to the research results and calculations on the proposed method, it has been inferred that shift-daily planning which is, in substance, the establishment of certain norms for the operation of equipment is possible only with a fully defined traffic flow and reliable values of external parameters. Simulation modelling can serve as a method of realization of such planning or regulation.
