The article considers the conditions of passenger transportation by motor vehicles. It has been stated, that the problems of regulating passenger traffic in the Astrakhan region, and primarily in the regional centre, the city of Astrakhan, do not differ in transport organization from municipalities of the similar level (in particular, current state of transport infrastructure in the Astrakhan Regionis characterized by incompleteness and lack of clear strategy of developing transport systems of different levels and municipal entities). The article defines a number of factors affecting road transport network in Astrakhan and, consequently, urban passenger traffic. The authors study the possibility to use a system approach to solving logistics problems of passenger transportation by motor transport, which is based on traffic flow modelling. It has been stated that urban traffic management should be taken as a continuous process that consists of a number of stages: forecasting, planning, designing and building, i. e. is a complex task which can be solved using a system approach. There have been studied several mathematical models (determinate, probabilistic, direct-analogy models), which allow modelling the municipal transport system. The authors underline that modelling municipal passenger transport system requires both analytical and probabilistic approaches: the former helps to get best results in terms of the decision evaluation method; the latter - to account a portion of uncertainty, which stipulates the cjoice of most acceptable plans.
