The introduction of a systematic approach to the development of vast wetlands and formation of an elite-type living environment is considered. The author reveals the characteristic features of residential buildings` morphotypes in St. Petersburg and Amsterdam referring to the early XVIII century and emphasizes the significance of the connectivity of territories and transport communications.
