ABSTRAKKegiatan peluncuran dan reentry merupakan kegiatan yang relatif unik karena dapat menimbulkan resiko pada manusia dan property di darat, laut dan udara bahkan di orbit. Beberapa kasus melibatkan peluncuran di mana wahana tersebut tidak berhasil mengorbit dan jatuh kembali ke Bumi. Untuk itu, pentingnya keselamatan dalam setiap peluncuran untuk suatu wahana ke antariksa perlu didukung dengan adanya regulasi yang jelas di Indonesia. Kajian ini ditujukan untuk memberikan rekomendasi berupa materi muatan regulasi yang dapat berlaku di Indonesia apabila akan meluncurkan satelit dari bandar antariksa di wilayah Indonesia. Dengan menggunakan metode yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konseptual, adapun kesimpulan materi muatan yang wajib ada adalah keselamatan per tahapan peluncuran yaitu pra peluncuran, pada saat peluncuran dan setelah peluncuran termasuk apabila ada kegagalan dalam peluncuran (failed dan fase kritis peluncuran); perizinan dan tanggung jawab. Perlunya penyusunan Peraturan Pemerintah tersendiri mengenai keselamatan atau Peraturan Lembaga yang berlaku secara nasional.Kata kunci: keselamatan; peluncuran wahana antariksa (satelit); regulasi. ABSTRACTLaunch and reentry operations are relatively unique activities because they can place people at risk on land, at sea and in the air even in orbit. Several more cases involved launches where the vehicle did not make it to orbit and came crashing back to Earth. Therefore, the importance of safety in every launch for a vehicle to space needs to be supported by the existence of clear regulations in Indonesia. This study is intended to provide recommendations in the form of regulatory content material that can apply in Indonesia if it will launch satellites from space airports in the territory of Indonesia. This study uses a normative juridical method with a legislative approach and a conceptual approach. The results of this study are safety for launch phase, pre-launch, at launch and after launch including if there is a failure in a launch (failed and the critical phase of the launch); licensing and responsibility. Subsequently, needs to drafting separate Government Regulations regarding safety or Institution Regulations that apply nationally.Keywords: regulation; safety; spacecraft (satellite) launch.
