Summary It was desired to assess the adequacy of Census data in the identification and quantification of adverse social conditions in small areas. The suitability of enumeration district Census data for the purpose was considered. Data from the 1966 Census was used to construct a number of possible indicators and their frequency distributions for all enumeration districts in England and Wales are given. The problem of summarizing such indicators in composite index numbers, or otherwise, is discussed and some illustrative calculations given.
