Conflicts between U.S. domestic and foreign policy objectives are becoming more common and apparent. This article compares objectives of the U.S. sugar program with those of the Caribbean Basin Initiative. Welfare effects of several proposals ameliorating these conflicts are estimated, and the implications of these conflicts for the U.S. sugar program are discussed.
