Management of markets in the transforming economy is considered as formation of strategies of their development and understood as a learning process. A theoretical basis of management of the markets is the evolutional-institutional approach. The state promotes achievement of long-term competitive advantages of the domestic manufacturers, eliminating a fundamental inequality (“failures of the markets of the transforming economy”) in a competition with developed countries
