Creation of optimal ownership structure: Important precondition for harmonic functioning of national economy

The ownership transformation of socially owned and state capital concerning the privatization of socially owned and state enterprises should lead to important changes in the ownership structure of our economy. More of that, 'the ownership reform literally predetermines the institutional changes in all essential parts of the system'. This is the reason, on the occasion of the enactment of the new law on privatization, to point out to need for wider and more versatile consideration of ownership concerning need to consider the whole ownership relations in the economy of Serbia and PR of Yugoslavia. Because of enormous significance of ownership for socio-economic system (for building market economy, political democracy and civil state) its reform should be based on the complete program of ownership relations transformation adopted with necessary socio-political consensus. In that sense this paper explains the actual state of the ownership relations in our economy and points out to needful creation of more favorable ownership structure (tended to be optimal in the future) in order to, along with all other necessary bases, ensure the conditions for more harmonic and more efficient economic development. It should be remarked that this paper does not pretend to explore and to establish Quantitative relations in the ownership structure of economy. With respect to the title of this paper that alludes to ideal state of economy necessary is to emphasize that, because of the above-mentioned importance of ownership, optimally arranged ownership relations are very significant factor for harmonic functioning of national economy.
