Author analyzes causes that lead to violation of human rights in countries in transition and in undeveloped countries. He points to the following factors: 'vacuum' in creating of values of the system, some problems in the process of democratization, high grade of homogenization in society (ethnical, religious, ideological, political), economic stagnation and poverty, social climate - the 'production' of enemies, anti-intellectualism etc
