Penempatan Bidan Sebagai Tenaga Pelaksana Gizi Di Puskesmas : Profesionalisme dan Kebutuhan Organisasi

Nutrition services at the primary health center (PHC) are ideally carried out by a nutritionist. At present not all PHC has nutritionists. All PHC without nutritionists in West Bandung Regency and Depok were assigning midwives as nutrition officer. The study was conducted to analyze the utilization of midwives as nutrition officer in PHC of professionalism and organizational needs and function. The study was conducted qualitatively in two health centers, one each in West Bandung Regency and Depok City. Data collection was carried out through in-depth interviews and document review. The informants consisted of midwives who served as nutrition officer, coworkers, PHC heads and cadres, as well as nutrition managers at the health centers. The results showed that the utilization of midwives as nutrition officer at PHC was carried out by the head of the PHC due to limited health workers. The selection of midwives as nutrition officers was appointed through an appointment letter taking into consideration the function of midwives in maternal and child health services which were considered to be closely related to nutrition services. The midwife's performance as a nutrition officer was considered quite good, but the midwife herself felt that being a nutrition officer was not in accordance with their profession. For this reason, it is necessary to recruit nutritionists for nutrition services so that midwives can be posted at the right position. Nutritionists recruitment can be carried out independently by PHC by using BLUD funds . Abstrak Pelayanan gizi di puskesmas idealnya dilakukan oleh seorang nutrisionis. Saat ini belum seluruh puskesmas memiliki nutrisionis. Semua puskesmas di Kabupaten Bandung Barat dan Kota Depok yang tidak memiliki nutrisionis memberdayakan bidan sebagai tenaga pelaksana gizi (TPG). Penelitian dilakukan untuk menganalisis pemberdayaan bidan sebagai TPG di puskesmas berdasarkan aspek profesionalisme dan kebutuhan puskesmas. Penelitian dilakukan secara kualitatif di dua puskesmas, masing-masing satu puskesmas di Kabupaten Bandung Barat dan Kota Depok. Pengumpulan data dilakukan melalui wawancara mendalam serta telaah dokumen. Informan terdiri dari bidan yang bertugas sebagai TPG, rekan kerja, kepala puskesmas dan kader posyandu, serta pengelola program gizi Dinkes di wilayah studi. Hasil penelitian menunjukkan pemberdayaan bidan sebagai TPG di puskesmas dilakukan oleh kepala puskesmas dikarenakan keterbatasan tenaga gizi. Pemilihan bidan sebagai TPG dilakukan melalui surat penunjukkan dengan pertimbangan fungsi bidan dalam pelayanan kesehatan ibu dan anak yang dinilai erat kaitannya dengan pelayanan gizi. Kinerja bidan sebagai TPG dinilai cukup baik, namun bidan sendiri merasa bahwa sebagai TPG tidak sesuai dengan profesinya. Untuk itu diperlukan upaya pengadaan nutrisionis puskesmas melalui proses perencanaan sehingga bidan dapat menjalankan sikap profesional terhadap profesinya sebagai bidan. Pengadaan nutrisionis dapat dilakukan secara mandiri oleh puskesmas melalui pemanfaatan dana BLUD dengan memperhatikan regulasi yang berlaku.
