In the presented article, the author's team expanded and supplemented approaches in understanding the competence of making managerial decisions in the context of the formation of a single system of public power. The article also outlines tools that argue for the possibility of increasing the efficiency of management decisions in the face of constant changes, complexity of systems and their instability. The role of the personnel potential of the state and municipal administration, which has the competence to make "beautiful management decisions" in ensuring the competitiveness of management entities in the public power system, has been determined. The authors suggest that at the present stage of the implementation of administrative reform, the construction of a single system of public power, the priority issue of the country's development is the presence of personnel who have the competence to make managerial decisions in conditions of uncertainty of the VUCA world. The final part of the article deals with the influence of "beautiful managerial decisions" on the performance of public authorities.
