The existing means of delimitation of law-making powers in the sphere of joint jurisdiction serving as an institute of economic development of the region are considered. It is proved that competence of regional authorities in social and economic sphere is almost fully formed by the federal center through adoption of federal laws on subjects of joint jurisdiction.
