The goal of the research is to develop a system of management of cargo arrangement in cargo modules of the spacecraft. In article the description of cargo arrangement management system, its targets and general functions is given. An opportunity of its design on the base of transport space complex is offered and the strategic need of cargo arrangement solutions to be modernized is argued.
