This study focuses on the statement of the theoretical foundations of the legal structure of the system in general, the various countries, to show how to be a legislator (the authors of effective texts) filmed mental enact legislation and how it determines the legal goals during different periods, as and focus on identifying legal policy paths in the state in very sensitive and critical stage of the history of nations and the lives of communities living under the transitional government, they are looking for the meaning of the value of the ongoing legal process, in particular the search for the legal value of the events that lead to the creation of the sudden changes in the legal system. And standards at the age of binding rules during that period, and how her age, and mechanisms to determine the legal objectives in light of the internal state conditions, which are finally trying to pour their focus on the diagnosis of the most important indicators and the obstacles plaguing through the process of determining the legal objectives and challenges faced in this context, in order to reach to legislative policy and clear cut.
