In the article, from the perspective of modern approaches to legal understanding, some significant aspects of the formation and implementation of state policy in the field of education are considered. Various approaches and views of scientists on modern problems in education, caused by the rapid development of information technology and new management decisions, are analyzed. The practical significance and application of the results of comparative legal research is seen in the development of an educational concept, taking into account national characteristics of the formation of worldview, legal awareness and legal culture in the Russian Federation.
