This study aims to analyze the factors that influence the development of beef cattle agribusiness in Mamuju Regency and formulate alternatives and strategic priorities that can be applied in the development process. This research was conducted in Mamuju Regency, West Sulawesi. Respondents in this study were determined by purposive sampling by interviewing thirty-three informants who were also respondents. This research is a qualitative descriptive study which is supported by data which is analyzed quantitatively. This study identifies internal and external factors which are then analyzed using an internal external matrix (IE). The results of the IE matrix are used as a reference for developing a development strategy using the SWOT matrix. The alternative development strategy obtained is then analyzed using QPSM to determine the priority of the strategy that will be carried out. The results showed that the IE (Internal External) Matrix was in cell V, namely Concentration through Horizontal Integration. This strategy is then formulated in the SWOT Matrix and results in seven development strategies. The strategy is analyzed using QSPM to determine the priority of the resulting strategy for the development of beef cattle agribusiness in Mamuju Regency. Based on the results obtained from QSPM processing, three priority strategies were obtained for Beef Cattle Agribusiness Development in Mamuju Regency according to the order, namely 1). Encouraging the formation of organizations at the village level either Bumdes or cooperatives to support beef cattle development efforts, 2). Encouraging an increase in population in high feed areas with government or private capital intervention for Bali cattle, and 3) Strengthening the institutional role of breeders both in terms of management and their role to empower group members.
