Strategic planning for the development of manufacturing industries in the Russian Federations hould be based on the results of a comprehensive analysis of the existing level of industrialdevelopment of the regional and national economy, prospects and mechanisms for thedevelopment of industrial potential, including the definition of the industry specifics of thesubjectsoft he Russian Federation, planned statistical indicators in terms of the growthofhigh-tech products and taking into account the implementation of import substitutionprogr am s .Th ea rticleco n s id erst he current state of strategic planning in the practice ofmanufacturing industries of the Russian Federation. The review of the main directions oft he state industrial policy in relation to manufacturing industries in the field of strategicpl anning is given, as well as the key challenges and opportunities for the developmentoft his activity in Russia are considered, the state of the manufacturing industry at thenational level is assessed on the basis of statistical reports. The proposals for expandingt he presence of manufacturing products on the Russian market under import substitutionprogr am sareconsi d ere dand the prospects and necessary conditions for the developmentofmanufacturing industries in the Russian Federation until 2024 and for the period upto2035a repre dicted.
