The current paper deals with the determination of the sources and level of water pollution by using GIS-technologies. It describes the structure of the system, hardware and software, as well as a mathematical model, which examines the polluting impact of local enterprises, households and communal complex settlements. The system described makes it possible to identify enterprises that pollute the environment more than others, and to apply management decisions to regulate waste disposal processes at these enterprises. Also, at larger scale, the system allows municipalities to monitor the overall level of pollution in the agglomeration, which will allow them to make better decisions on the construction of new enterprises. A further research will create a smart system that will be able to predict the pollution of water bodies at different time intervals and identify how the ecological situation in one region depends on other regions of the Russian Federation.
