T his article discusses the creation process of the United Nations and highlights the principal negotiations and documents concerning its creation. It distinguishes the different interests which moved the great powers diplomacy and analyses the medium powers roles between the finalization process and the creation of a new organism. It discusses also the balance of power concept which oriented the great powers policies as a control mechanism in their relations. From that period on this concept was considered inadequate .
