AbstrakThe author here does elaboration concerning human rights concourse inwide and launched many examples on violations since long time ago. Theexplanation concerning human rights in this article talking the trend in postworld war 7 that also was influenced into newly Indonesia state in 1945.Embark from the contemporary and trend then many law and policy havebeen promulgated to giving assurance on human rights protection in mostcountries over the world. But then aroused inconsistency through humanrights enforcement and here the author introduce some principal problemson the many cases violation and specificly in what have happened overchildren and women until recent times. Here the author suggested to newparadigm to oversee children and women as victim of human rights violencein inclusive and comperehensive approaches.
