AbstrakThis article trying to remind on the basic function of land as the ultimatesource of living. On the author 's sight that principle deemed has beendishonored by law enforcers and government agency whom hold authorityon land affairs. It has been figured out from bleeding incident in Alas Tlogo.East Java that had been triggered by land dispute. In that incident hasproved syndrome of despotic's state power. Justice in land was violated bypositive law in where beraucracy and administrative that still on the lack ofgood services reflection. At the edge has resulted court sessions which alsocarry out the same spirit like another government agency as said by theauthor like circus-clowns. By that argument the author give her explanationconcerning democratic state 's idea. prosperity of people direction justhappens in imagination outlook.
