AbstrakForced money as aform offorced effort providedfor in Law No.9 Year 2004concerning Amendment to Law No. 5 Year 1986 regarding StateAdministrative Court is not a punishment but plaintiff's efforts to protect therights of compliance enforcement of the State Administrative Court (TUN)decision who already have permanent legal force and tool behaviormodifiers TUN official or agency (including government) in implementingdecision. Then the burden of forced payments must be in concurrent with theburden of these enforcement responsibilities, namely conveyed by the Stateor by officials (or body TUN). Thus the state will use the money effectivelyand in accordance with the purpose of conducting government in order torealize a just and prosperous society, physical and spiritual prosperity.
