The purpose of tourism development in addition to improving community empowerment is also expected to be a potential sector in increasing local revenue. This study illustrates the various contradictions that occur in building collaboration in the field of tourism, so that Tourism Collaborative Governance is the main focus in this paper. The study was conducted using a qualitative approach, with in-depth interview and focus group discussion within the framework of source triangulation selected in data collection, as well as taxonomy into the choice of data analysis techniques. The research indicates that the district government of Semarang has included the tourism sector in its priority development program. The development of tourism destinations is done in cooperation with various stakeholders. Plans of development activities to be undertaken include: revitalization of tourism objects, infrastructure improvements, quality improvement of tourism implementing resources and community empowerment. The development of tourism destinations will mainly be done in the area of Gedongsongo temple, Muncul bath, Umbul Senjoyo and Bukit Cinta/Bukit Brawijaya. But in the implementation has not provided optimal results.
