A GOVERNAÇÃO DO LOCAL AO CIBER: a Ubuntu ecológica do Sul Global

O artigo coloca em debate as relações entre Estado e Sociedade sob a perspectiva da teoria e da práxis política contemporânea. Identifica-se a formação do Estado desde um ponto de existencial circunstanciado no Sul Global: (DUSSEL, 1977, 1986, 1993, 2007), (MIGNOLO, 2014) e (SANTOS; MENEZES, 2009). Aplicando o método analético e atento às transformações tecnológicas e comunicacionais da Transmodernidade, a reflexão apresenta os pressupostos do software livre e da plataforma Ubuntu como ambiente mediador possível. O artigo encerra-se alinhado à necessidade de se desenvolver novos arranjos ciberpolíticos que contenham substância: ecológica, colaborativa, inclusiva e de @utogestão.   PALAVRAS-CHAVE: Ciberpolítica; Ubuntu; Transmoderno; Epistemologias do Sul; Desobediência Epistêmica.       ABSTRACT The article challenges the relations between State and Society from the perspective of contemporary political theory and praxis. The formation of the State is identified from a circumstantial existential point in the Global South: (DUSSEL, 1977, 1986, 1993, 2007), (MIGNOLO, 2014) and (SANTOS; MENEZES, 2009). Applying the analetical method and attentive to the technological and communicational transformations of Transmodernity, the reflection presents the assumptions of free software and the Ubuntu platform as a possible mediating environment. The article is aligned with the need to develop new cyber-political arrangements that contain substance: ecological, collaborative, inclusive and "self-management".   KEYWORDS: Cyberpolitics; Ubuntu; Transmodern; Epistemologies of the South; Epistemic Disobedience.   RESUMEN El artículo pone en debate las relaciones entre Estado y Sociedad desde la perspectiva de la teoría y la praxis política contemporánea. Se identifica la formación del Estado desde un punto existencial circunstanciado en el Sur Global: (DUSSEL, 1977, 1986, 1993, 2007), (MIGNOLO, 2014) y (SANTOS; MENEZES, 2009). Aplicando el método analético y atento a las transformaciones tecnológicas y comunicacionales de la Transmodernidad, la reflexión presenta los presupuestos del software libre y de la plataforma Ubuntu como ambiente mediador posible.
