On the D’Hondt principle as a relation definedon unequinumerous populationsA mathematical model of the problem of dividing two unequinumerous populations based on the partition of one of them was constructed. It has been shown that the division meets the requirements formulated in the criterion called the principle of proportionality, which is a mathematical version of the widely used in political science principle of the distribution of seats based on the D’Hondt method.
