Reforms in the public health service continue to receive disapproval from doctors for a number of reasons. Their expectations of improved financial standing have not been met. The basic component of wages did not increase commensurate with increased loads. Wage premiums and incentive payments are fully distributed by the institution’s chief physician by criteria not discussed in teams. While earning funds for domestic needs, medical institutions are not interested in providing doctors with any material or temporary opportunities for additional education. A doctor has to master all areas of practice in off-duty time at their own cost and expense. The requirements of the administration to the work of doctors often go against their traditional professional values and ethical norms. The combination of the existing working conditions and requirements of the administration contribute to increasing the level of dissatisfaction of doctors with their work, and their professional burnout. Dysfunctional management activities of the administration of medical institutions are short-sighted in nature and reduce the work motivation of doctors.
