The approaches to the formation of the agenda of scientific research on the transition to low-carbohydrate energy in the Russian Federation are considered. The analysis of technical, economic, environmental and political aspects of the problem of choosing priorities for the development of low-carbon energy and, accordingly, the choice of priorities for the organization of scientific research on energy transfer is carried out. The analysis of local energy deficits as the basis for setting the task of transition to the environmental agenda is carried out. The role of various energy carriers and their functions in the chains of generation, transportation, storage and consumption of energy is considered. It is concluded that the development oftechnologies for the capture, burial and processing of carbon dioxide and other greenhouse gases is the most promising for the Russian Federation. The main directions for the organization of scientific and technical research and expert-analytical support of political discussions on the directions of development of low-carbon energy are proposed.
