Approaches to the formation of priorities of R&D development are analyzed: among them determination of goals, formation of R&D problems to be solved, analysis of available resources. The criteria the procedures of priorities of scientific and technological development to be met are formulated. The historical retrospective of the scientific and technological development of mankind is considered from the point of view of overcoming the deficits of key resources that arose at various stages of development (food, energy, information, etc.). It is noted that scientific and technical breakthroughs occurred when resources significant for the development of mankind were in deficit. A model of R&D priorities formation is proposed, based on the analysis of the prospects for the occurrence of resource deficits used by a mankind in its activities. Examples of using the proposed approach for analyzing information resources are given.
