Kats, who in November, 1918 headed the subdivision of forensic medicine of the Health Department of the Moscow Provincial Council of Workers and Peasants Deputies, which later became the Bureau of Forensic Medical Examination of the Moscow region – the largest state forensic institution in Russia.
