Many issues concerning development of organization and and rendering of medical care continue to be unresolved in the health care of Russia. In spite of successes achieved efficiency of health care institutions functioning is established only in certain directions. The health care institutions are compelled more actively to get involved off-budget funding sources, to develop paid medical services and to reinvest received profits into material and technical resources. These occurrences rise before administrators of health care institutions new issues related first of all to efficiency of management, establishment of functional organizational structures, achievement of profitability and development stability. The solving of many key issues depends on administrators of health care institutions considering issues of quality. Therefore, the study was carried out concerning the attitude of health care professionals to the issue of developing quality of health care institutions through amelioration of quality of organization and management.
