The key to running the country and ensuring national security lies in the grass-roots level. Managing and governing the Party focus on the foundation. How to let the Party’s “nerve endings and tentacles” play a greater role in the fine traditions and measures in the new era is worth thinking, exploring, summarizing and improving for each grass-roots Party organization. We must make efforts to the grass-roots level, lay a foundation for a long-term plan and a solid foundation, and strive to improve our ability of serving the masses on the basis of traditional working methods and through the innovation of information-based concepts and methods, so that each grass-roots Party organization has become a strong traction and support points. In order to better improve the effectiveness of Party construction and enrich the traditional governance means, the opportunity of building a comprehensive community governance platform under the guidance of Party construction is taken; some problems in community governance, such as scattered data, low accuracy and poor interaction are aimed at; the “big data” thinking is used to enhance the ability of community self-governance, co-construction and sharing.
