Аnalyzing the legislation of the Russian Empire, the author of the article concludes that the period from 1832 to 1917 can be recognized as the first stage of the formation of administrative law, cites the grounds for delimiting administrative misconduct (offense) from criminal misconduct and criminal crime, and also concludes that the model of institutions of public law liability, which is currently being formed: criminal offenses, criminal misconduct, administrative offenses are similar to those that existed under the Criminal Code of 1903.
