The Institute of Legislation and Comparative Law under the Government of the Russian Federation held a scientific-practical seminar, devoted to “regulatory guillotine” as the basic vector of reforming state control (supervision). In the course of the seminar he following matters were discussed: the mechanism for implementing “regulatory guillotine”, legal risks of implementing reforms in various spheres of management, the issues of providing a structure of legal regulation for every type of state control (supervision), the correlation between strategic planning and governmental regulatory policy, development vectors of Russian regulatory policy as well as foreign approaches and practice of implementing “regulatory guillotine” and other means of deregulation. This review clarifies the basic conclusions and summaries made by the seminar participants.
