
Defining Provisions in the Administrative Offense Laws of the Russian Federation

Based on a systematic analysis, the article examines the drafts of the new Code of Administrative Offenses of the Russian Federation and the Procedural Code of the Russian Federation on Administrative Offenses in order to determine and study the approaches applied to the use and formulation of evaluative concepts in the legislation on administrative offenses. An assessment is given to individual provisions of draft laws prepared, and moments that may cause difficulties in law enforcement are determined. The author concludes that it is necessary to formulate definitions of the terms used in the draft Procedural Code of Administrative Offenses of the Russian Federation within the framework of a separate article.
