The article examines the controversial issues of establishing administrative responsibility in the westernmost region of Russia. The contradictions of certain provisions of the Code of the Kaliningrad Region on administrative offenses to federal law are revealed. Attention is drawn to the peculiarities of legislative regulation of administrative responsibility in the Kaliningrad region.
