The problem of the legal formulation and notional content of an impeccable and effective civil service as one of the grounds of applying the measures of encouragement to civil servants is considered in the article. Evaluative character of this category creates the significant difficulties in implementation of encouraging rules of legislation about the state civil service. An impeccable and effective civil service is proposed to be considered as the ethical and professional standard of the civil service, including certain criteria for its impeccability and efficiency. The need to conduct research in this direction is due to the need for law enforcement practice to develop uniform criteria for qualifying service merit with a view to their subsequent application through the implementation of the appropriate procedure within the framework of encouraging production in the system of the civil service.
