The article formulates the problem of the absence of due legal regulation of professional legal assistance rendering (the legal service market) hindering the creation of conditions for exercising of the constitutional right of each citizen to get qualified legal assistance and securing no guarantees of rendering due legal assistance to individuals and legal entities. The author justifies the need for creation of a national system of professional legal assistance rendering providing for unified approaches to the quality of legal assistance. The paper describes the model of the establishment of the national system of professional legal assistance rendering and specifies conceptual system building aspects.
