The article examines the legal forms and problems of legal regulation of public relations in the sphere of delegating certain state powers to municipalities. The author argues that the distinction between “issues of local importance” and “separate state powers” is in organic relationship with a very important and financially capacious issue of the structure of public authorities and local self-government. Any authority, sooner or later, is transformed into an organizational and structural solution. In order for the authority of a public-territorial entity to be implemented, an appropriate authority is required, which is endowed with the necessary competence. For municipalities to be able to ensure the implementation of local issues, an appropriate system of local self-government bodies is needed.
