Understanding the corpus of sources of municipal law is closely related to the specifics of legal understanding. Supporters of a narrow understanding of the composition of the sources of municipal law attribute to them exclusively regulatory acts of the federal, regional and local levels. Supporters of a broad interpretation of the composition of the sources of municipal law make attempts to justify attributing to them a very wide range of legal phenomena: decisions of the Constitutional Court of the Russian Federation, judicial (administrative) precedents, acts of referenda, a legal doctrine.
