Ante la situación desbocada de pandemia el Gobierno de España declaró en marzo de este año 2020 el estado de alarma con medidas tan drásticas que cambiaron el aspecto vital de pueblos y ciudades. Un estudio de cómo se afrontó en otros Estados esta situación y de los recursos que ofrece el orden constitucional español y el uso de los mismos es la esencia de esta reflexión. Faced with the rampant pandemic situation, the Spanish government declared a state of alarm in march 2020 with measures so drastic that they changed the vital aspect of towns and cities. A study of how this situation was dealt with in other states and of the resources offered by the Spanish constitutional order and their use is the essence of this reflection.
