the article presents the regulatory legal and empirical foundations of a social project developed at ISPR FCTAS RAS and aimed at creating a concept for attracting highly qualified specialists who contribute to the development of Russia through the implementation of scientific, managerial, creative, design and other types of activities, as well as through the possibility of reproductive activity, which meets needs to ensure the natural reproduction of the population. The article presents an analysis of the regulatory framework, the results of foreign studies on the topic under study, as well as foreign experience in attracting young highly qualified migrants
