The article studies functioning of the Art and Culture sector. The author looks into the specifics of economic regulation in culture, dwells on the idea of socially oriented cultural policy and its role in structural upgrading of Russian economy, offers possible ways to increase the efficiency of economic activity in the field of art and culture.
