Local government is a form of self-organization of citizens for the purpose of addressing issues of local importance in the interests of the population. Key elements of this process - socially active, concerned the responsibility of local community. Based on the practice of the electoral process, electoral behavior in the municipal elections little activity. Based on the current situation has been suggested that this passivity is caused by the legislative authority disabilities and the population on issues of local importance, especially in terms of his participation in the work of local governments.
