In the era of globalization the development of competitive advantages of national economies appears as one of the most complex and multifaceted problems. In this regard, the paper gives a comparative analysis of innovation development, identifying a list of necessary conditions for rising of Russian economy to the competitive level. Innovations are the most important factor among these conditions. The authors persist in the opinion of strengthening of the state's role in the regulation of innovation development.
